Please indicate in a separate cover letter, the exact word processing program used to prepare your manuscript. Three copies of your manuscript in letter quality printing should accompany your flexible disk. Please proofread the manuscript prior to mailing.

1. The exact title of the paper.
2. The phrase "Presented at the 28th Annual Third World Conference, March 27-30, 2002, Embassy Suites Hotel-Chicago Downtown Lakefront, Chicago, IL, USA"
3. The author's name, institutional affiliation, and mailing address.
This information should be suitably capitalized, centered and spaced on the page.
An "abstract" of the work having no less than one complete eight-lined paragraph, and no more than one page length, should be included immediately following the "Title Page." It should be clearly headed as an "Abstract" and include the complete title of the document.
The body of the paper should be no more than 20 typewritten, single-spaced pages. The absolute limit is 20 pages including references, footnotes tables, and illustrations. (The abstract is not included in this total.)
Footnotes and Bibliography
Footnotes should be single-spaced, and arranged in numerical order on a separate page at the end of the paper. Under the heading "Selected Bibliography" list, in standard footnote form, all sources and references used in writing the paper.
Illustrations

They should preferably all require the same degree of reduction, and should be submitted on paper of the same size, or smaller than the main text to prevent damage in transit, Photographs should be submitted as clear, black-and-white prints on glossy paper. Each illustration must be clearly numbered. Legends to tables and illustrations should be numbered consecutively and separately throughout the paper.
